A person who has sometimes a silly kind of talking. This person unconciously interchanges words or part of words and doesn't notice the interchange.
This syndrome is not English specific but can be found in almost every language that allows interchanging of (part of) words (eg. German, French, Italian).
This phenomenon was first discovered in 2004 but people have been aware of this for years. It's name is an urban myth.
